Currently, we don't have a way to maintain long-term relationships with people who we may not hire initially but we want to continue to keep in touch with. If we could create a long term campaign that includes birthdays, holidays, and other triggers, we could begin it once our initial recruiting campaign is completed.

A few things to note on this:
We use campaign triggers in Brokerkit for the logic to start and stop campaigns, so this would likely be implemented as a trigger vs. an edit to the campaign feature itself. I moved this over to the campaign trigger section in the idea forum so it would be in the right place. It is still a valuable idea, though, so thanks.
We do have date-based campaign triggers already for dates including birthdays, anniversaries, license expiration dates, before/after appointments,... and you can read about this in this help article here.
We do have a number of seasonal email campaign templates in the template library if you filter on the type "Date:Seasonal" which can be manually triggered.
One workaround for now is to create a task as the last step in a campaign to remind the contact owner to manually trigger a follow-up campaign (e.g., in 6 months). We added such a task in most campaigns in the campaign library for this.
